Greenhouse Gas Emission Trading (1)

地球温暖化ガスの排出権取引について考えていたら、今の世界の状況は「ひとつ嘘をつくと嘘を重ねていかなければならない」というのに似ているなと感じた。人類はいつ最初の嘘をついたんでしょうね。





Kyoto Protocol provides targets for each developed county toward reducing greenhouse gasses. Simultaneously Kyoto Protocol provides a system with which the countries can achieve their own targets. This system is called “Kyoto Mechanism”. The protocol introduced the concept of “emission credit”. Greenhouse gas emission trading is based on this concept.



Companies can sell or buy greenhouse gas emission credit globally. Countries or companies, which curbed output of greenhouse gases under the level of their goals, can sell their cutting parts to other countries or companies that wouldn’t achieve their own targets. This means that reduction of greenhouse gases will be offset among countries. This concept is called CDM---Clean Develop Mechanism. This emission trading system will be left to market mechanisms. Purchasers try to buy emission credit as cheap as possible and sellers try to sell emission credit as expensive as possible.



In November 2004, Russia ratified Kyoto Protocol. At that time this protocol could have enough amount of ratification to go into effect. In February 2005, Kyoto Protocol was put into effect. In the case of Japan, the Government will put companies under an obligation to inform their total greenhouse gas emissions and they will have to publish their contents. This system will start from April. And the Japanese Government aims to buy rights to emit global warming gases from this April and appropriated about 90 million yen for that purpose. Each company also has started to tackle this problem in its own way.
